Although by education a Medical Doctor, most of my professional career I have spent in the field of Project Management, Medical Informatics  / Telemedicine / Teleradiology / PACS  applying the knowledge  obtained at the Graduate Program in Biomedical Engineering 1985-87 at Belgrade University . Before joining the UN I have worked for the Serbian Ministry of Health on various Medical Informatics programs such as: YUSTEM – Federal Telemedical System, Computerized Medical Record, adoption of USA based DRG system and implementation of ICD – 10 for Serbian Health Care system. In order to successfully implement those Projects I have studied US Health Care system at Yale University (1989) and have studied Graduate Program of Medical Informatics at the University of Utah from 1994 - 1996.  Except Academic experience I also had a chance to work in the clinical setting as a mental health counselor and interlocutor for all medical issues within the resettled African/Bosnian refugees within the Salt Lake City area.

 

In 2002 have started working for the UN/IOM Agency on Health Assessment program (USRP, UK Tb) implementing medical data collection focusing on Epidemiological Data for specific populations i.e. African refugees and migrants resettling to USA, Canada, Australia and UK. In order to get the Current Tb and HIV epidemiology situation report for Africa more than 200000 X-Rays were performed, analyzed and archived by the IOM PACS system.  In 2004 I have established the very first PACS and Teleradiology/telemedicine systems within the UN system in order to electronically transfer X-rays from refugee camps to the practicing radiologist in Nairobi. The low band video link was established using V-Sat technology.  ECG signal was also transmitted from refugee camps 800 miles away to Cardiology Clinic in Nairobi. In 2010/11 this system was upgraded with an additional network of IOM clinics in Pakistan, Bangladesh, Nepal and the Philippines. The state of the art IT network was established with central PACS servers in Islamabad capable of managing all X-Ray images produced worldwide within the IOM Migration Health System. Telemedicine solution (Polycom system) was introduced in Pakistan within the same network of Clinics and has proven its efficiency during Humanitarian Crisis (floods 2010/11) where it was one the first successful implementations of Telemedicine/Teleradiology during/after the natural disasters. The Imaging system was also in place allowing the review of thousands of X-Rays remotely.

 

Serving as a Chief Medical Officer (2010 – 2013) for Pakistan I have been working with Pakistan MoH to introduce ICD – 10 as well as ISO – 9001 for IOM Medical Clinics in Pakistan. Rawalpindi Hospital was local implementing partner in order to develop Telemedicine/Teleradiology solutions in cooperation with Pakistani e-Health society for further dissemination within the country as well within the South East Asia region. The Project was monitored and supported by Utah Telehealth Network and CDC. As a CMO I was responsible for budget preparation and budget utilization of more than 20 Mil USD and served as a Project Manager for 4 Medical Clinics supervising more than 140 staff members.

Accomplishments

In 2014 as a Visiting Faculty of University of Utah, USA I have established mDOT Project as a mobile phone technology based Tb/Leprosy/Ebola/Chronic diseases medication compliance system (currently under development with School of Medicine Innovative Medicine Department/Business School and Engineering Department  at University of Utah, - FDA approval process initiated)

 

2010 -2013 Pioneering PACS system for the UN/IOM, I have developed a network of radiology consultations for IOM International clinics worldwide. Based on a Corporate decision VEPRO System was chosen as a Technical Platform.

 

2010 – 2013 Serving as a Chief Medical Officer for IOM Pakistan have managed to increase Tb detection rate for more than 40%  by improving IOM  Lab capacity  and by adhering to the WHO/CDC guidelines.

 

2002 -2009 Established IOM/Migration Health Reporting Mechanism as well as producing periodical Reports for IOM partner organizations.

Working as a Practicing physician in Nairobi have examined more than 5000 refugees/immigrants as well as organizing immunization campaigns for urban and camp based refugees (Kakuma,  Dadaab)

 

1.                        Personally reviewed more than 50,000 medical records in USA, Europe, Africa, and Asia as well as in different languages.

2.                        In coordination with USAID introduced DRG and QC/QA principle to several different country specific Health Care Systems.

3.                       While working for the IOM in Africa and Asia a Medical Data Entry team and Call Centers was established with more than 150 employees.

4.                       During the humanitarian crisis in Pakistan it has proven that Telemedicine/Teleradiology/PACS solutions can be deployed quickly and efficiently in order to bring specialist help via video link to a crises affected population. In a short period of time more than 7000 patients were remotely examined and more than 500 X-rays were remotely reviewed in turn giving logistics and knowledge to local doctors who have been working in the field. The Project was presented at ATA (American Telemedicine Association) Conference in 2012.

5.                        I have completed the “International Course on Public Health in Complex Emergences” in Kenya 2011 and the 41st “Regional Training Course on Disaster Management” in 2012 in Thailand which in turn gave me additional theoretical and practical knowledge to smoothly run Humanitarian Emergency Projects in which I was involved.
